<p dir="auto">The lawsuit comes after the Iowa Office of Civil Rights issued a Tier 1 Investigative Report in November 2025 finding probable cause to believe DAS and the governor's office discriminated against the group over its 2024 event. The finding called for further investigation and was not a final determination that discrimination occurred.</p>
<p dir="auto">The lawsuit also asks a judge to let the group hold a holiday event at the Capitol this December while the case moves forward. The ACLU is seeking a preliminary injunction ordering the state to approve the group's application for its Dec. 12 event in the Capitol Rotunda. The lawsuit also seeks compensatory damages and an order requiring the state to handle future applications without discrimination.</p>
<p dir="auto">KCCI reached out to the governor's office and the Iowa Department of Administrative Services for comment on Thursday's lawsuit but did not hear back.</p>
