          One of the most prominent problems associated with socialism is excessive bureaucracy. Inefficient management and an overinflated bureaucratic apparatus cause slow responses to signals, delays, and bureaucratic inefficiency, often combined with nepotism and corruption. Bureaucracy is obviously a feature of many large organizations, but when it expands throughout the entire economy, the problems grow exponentially. This raises an important concern about whether economic democracy prevent bureaucracy from taking control and creating a new, unaccountable elite. Self-management, however, not only keep bureaucracy below the level seen in the Soviet system but even produce levels of bureaucratization below those found in capitalism.

          In conventional enterprises, employees do not have a residual claimant role. They therefore have a natural incentive to minimize their effort and shirk unless they are closely monitored. This dynamic requires capitalist firms to construct costly surveillance and constant monitoring systems. The direct residual-claimancy effect aligns workers' direct financial and organizational interests with the success of the enterprise, eliminating a core conflict of interest between capital and labor.

          Economic democracy replaces this top-down command hierarchy with horizontal coordination and peer monitoring. In cooperatives, workers are dependent on the firm's profits and therefore have an incentive to monitor themselves and maximize future profits by not slacking in the workplace. This peer-to-peer accountability makes intensive top-down supervision less necessary. By transferring part of the monitoring function to the workers themselves, the firm significantly reduce its agency costs and administrative overhead. Empirical research on these transitions demonstrates that labor-managed firms are 30.5% more likely to operate with no managerial layers at all, reducing the overall number of administrative layers within the firm by an average of 7.4%. link

          Traditional capitalist corporations often feature complicated internal structures composed of numerous divisions, profit centers, and highly rigid job specifications within a bureaucratic command chain. These layers exist partly to enforce authority from the top down. By contrast, workers generally have an interest in avoiding unnecessary supervision and external control. Self-management therefore allows workers to organize their own activities while remaining accountable to one another and to the cooperative as a whole. By empowering the operating core of workers to organize their daily tasks and make on-the-ground adjustments, the enterprise bypass some expensive administrative layers. Cooperative members democratic structure inherently "leaner, nimbler, more flexible, and more resilient" because it does not require the same extensive managerial hierarchy found in many conventional corporations. link | link

          Bureaucracy in conventional firms also expand because of information hoarding. Because conventional managers are ultimately accountable to absentee investors rather than directly to the workforce, employees distrust them. Workers conceal operational realities or resist sharing information for fear that managers will use it against their interests-for example, by raising production quotas, lowering piece rates, or cutting jobs. Consequently, conventional bureaucracies develop complex reporting, auditing, and verification procedures to obtain reliable information. link | link | link

          In contrast, cooperatives can be more trust-based enterprises because workers have less reason to fear that information sharing will be used against them. Workers therefore have stronger incentives to share information about production problems, inefficiencies, and potential improvements, since they collectively benefit from improving the performance of the enterprise.

          A vast portion of traditional corporate bureaucracy is also dedicated to managing internal transactional friction: writing highly detailed contracts, handling grievances, and managing constant defensive negotiations over wages and working conditions. Because cooperative workers themselves participate in making these trade-offs, they adjust wages or working hours more rapidly during an economic downturn in order to protect employment. This reduce the need for prolonged, highly legalistic, and bureaucratic negotiations over concessions that often occur in conventional employment relationships. link | link

          An obvious problem arises when discussing the scale of the firm. Direct democracy becomes more difficult to organize in very large corporations. However, there are several potential solutions.

          Large cooperatives mitigate the problem of scale by organizing work into semi-autonomous, relatively flat teams, such as the team-based systems used at the Irizar bus cooperative. This allows workers to retain substantial autonomy and **participationv at the shop-floor level while maintaining coordination across the wider enterprise.

          Firms can also utilize overlapping, manageable-sized decision circles that preserve direct participation while coordinating broader organizational goals. Cooperatives can additionally organize into federations, in which each cooperative retains a significant degree of autonomy while resources and activities are coordinated at a higher level. This allows economic decision-making to remain decentralized without sacrificing large-scale coordination. link

          In a capitalist firm, the political structure is fundamentally hierarchical: power is ultimately based on capital ownership, while managers exercise authority over workers. In a democratic firm, this relationship is reversed. Authority is delegated from below through a democratic constitution, giving workers the ultimate power to elect and remove their board and managers.

          Ultimate authority can therefore be delegated from the general assembly to representative bodies, such as workers' councils or governing boards, which remain strictly accountable to the workers. This ensures that even large-scale and complex operations can coordinate efficiently without necessarily creating unaccountable centralized command hierarchies. link | link

          Finally, capitalist economies are often driven by a "grow or die" imperative, encouraging firms to expand and develop increasingly large and centralized corporate structures. Democratic enterprises, by contrast, more strongly oriented toward maximizing benefits or average income per worker rather than maximizing total corporate profits. Because of this structural difference, once a cooperative reaches its technically optimal scale-frequently estimated to be somewhere between several dozen and several hundred workers-it have less incentive to expand indefinitely. Instead of developing into a single centralized organization, an expanding cooperative can create new, fully autonomous sibling enterprises. This allows economic growth to occur through the multiplication of decentralized enterprises rather than through the continuous expansion of a single bureaucratic hierarchy. link

          In conclusion, self-management is a solution to the bureaucratic problem that able to sustain freedom and independence of the participants.
