The visitor is from abroad while the inmate is in the region where they’re imprisoned. As in, the one visiting does not live in the same country the inmate is located in (from family or friend). It won’t be practical for the visitor to book a flight just to head to a single prison meeting one person, instead the visit is done virtually from facetime or international phone call (that’s how they’ll interact with each other).
That visitor isn’t bound to the same rules akin to them being physically present within the premises, since first of all: they are not citizens of the same country, they live overseas where the laws carry no jurisdiction and depending on their passport strength may require a visa prior to entering the country where the inmate lives. In saying that, can prisons grant inmate foreign visitors who are based abroad?
